Bayer and Baxter knowingly infected hemophiliacs with HIV tainted vaccine?

If you have any information about this case, let us know.  Was Mr. Papantonio wrong? Did people really go to jail in France for this while no one was punished in the US as he claims?

Attorney Mike Papantonio said on MSNBC that after Bayer knew for certain that they had an HIV tainted product, they sold it overseas when they were forced to stop selling it in the USA.

According to him, the New York Times also investigated and said the Federal Government was part of the problem.

While the FDA told the companies not to ship the drug overseas, the man responsible for the drug supply "... Asked that the issue be 'quietly solved without alerting the Congress,  the medical community and the public...'" - Source New York Times, May 22 (year?)
